Carl Thurston Harper Jr. was born August 2, 1903 in Anderson, Grimes County, Texas to Carl Thurston Harper (1877-1931) and Jennie E. Webb (1876-1968). Other children were Clothilde Harper Reynolds (1901-2000), Paul Hamilton Harper (1904-1974), and Webb Harper (1906-1937).

Carl was the third animator, after Ham Hamilton and Ub Iwerks, to work for Walt Disney in Kansas City during 1924-25 and was back at the Disney Studio in Hollywood during 1935-37. He then worked for other studios including Harman-Ising, Gaumont British Animation, and Fleischer.

He married Jean Alice Lowry in Los Angeles, California, on April 24, 1937.

In 1942 he asked for a commission in the US Navy and that was the end of his animation career.

From 1943-48 he wrote and drew funny animal comics for Dell/Western, the Sangor Studios (which appeared in comic books published by American Comics Group and Better/Standard Publications among others), and finally for DC/National.

Harper then opened his own advertising company in Charlotte Amalie, St. Thomas, Virgin Islands, which continued its operations until 1968.

He passed away on March 25, 1987 in Highlands County, Florida.
